Corporate & Team Leader, Insurance and Risk Finance Facility

Jan Kellett leads UNDP’s work across insurance and risk finance including the creation of the Insurance and Risk Finance Facility. He co-chairs the IDF’s operational committee, is UNDP’s senior presentative to the InsuResilience Global Partnership, and co-created the Ocean Risk and Resilience Action Alliance. Jan led development work in over fifteen countries, was Programme Leader at Development Initiatives, a Senior Research Fellow at ODI, and led UNDP’s climate, disaster and energy external engagement. Before joining UNDP, he worked for HSBC in business lending, insurance and development. He has an undergraduate in film and television and a master’s in political science.

Edgar, Value Chain Resilience Specialist
Edgar Aguilar

Value Chain Resilience Specialist 

Edgar has joined UNDP as Value Chain Resilience Specialist for the Insurance and Risk Financing Facility based in Rome, Italy. Edgar is originally from Peru. 
Based at the ILO Regional Office for Africa in Abidjan, Cote d’Ivoire, Edgar designed and implemented financial inclusion interventions and risk management solutions for vulnerable populations as smallholder farmers, women, and families and workers at risk of rights violations as child labour.

His primary focus was to contribute to the implementation of National Financial Inclusion Strategies facilitating the collaboration between Ministries of Economy and Finance and actors from the private sector as commercial banks, microfinance institutions, Fintechs, insurance companies, and actors from agricultural value chain actors as exporters, buyers, and cooperatives. A successful model was developed and piloted in different African countries giving access to financial services to thousands of smallholder farmers from cocoa, coffee, cotton, and tea value chains in Cote d’Ivoire, Egypt, Ghana, Mali, Malawi, Nigeria, Uganda, etc. 

Fostering public and private partnerships, Edgar has also extended Universal Health Coverage, a social protection scheme, to thousands of cocoa smallholder farmers from Cote d’Ivoire. Cocoa value chain actors as big multinational exporters and local cooperatives played a crucial role in the model integrating health insurance as part of their sustainability strategies. 

Supporting the ILO Impact Insurance Facility, Edgar has closely worked with the insurance industry developing risk management solutions for smallholder farmers in Africa, Asia, and Latin America. Edgar also mentored ILO Fellows in West Africa in their efforts to integrate insurance into the offering of microfinance institutions. As a trainer and facilitator, Edgar has provided trainings on inclusive insurance in collaboration with Insurance Institutes.

Edgar has around 9 years of experience in the field and holds a master's degree in rural development for southern countries and an engineer diploma in agriculture, both from Montpellier SupAgro in France. Edgar speaks Spanish, English, French, and Portuguese.

Africa Regional Programme Support Analyst

Pap Talla is an international development professional with a diverse range of experiences across various public and private organizations. As a consultant at the United Nations Department of Economic and Social Affairs (DESA) in New York (2021-2022), Pap contributed significantly to the drafting of the Secretary-General's report on the Status of the Convention on the Rights of Persons with Disabilities (CRPD) and effectively managed grant closures for the UN Voluntary Fund on Disability. Moreover, Pap had the privilege of preparing and co-organizing sessions of the Conference of State Parties to the CRPD and supporting senior UN officials and Ambassadors. 


Pap drafted the proposal for the establishment of the “Technical Assistance Hub for Citywide Inclusive Sanitation in Africa” funded by the Bill and Melinda Gates Foundation, then largely contributed to its creation and management, working to support large scale projects with international financial institutions such as the World Bank and the African Development Bank. In addition to his international development roles, Pap assumed responsibilities as director of development and innovation at Cite Scolaire Internationale in Dakar. Here, he designed business proposals, managed international school networks, and spearheaded the establishment of an Entrepreneurship program. Pap's commitment to global development is further evident in his tenure as an Associate Economic Affairs Officer at the United Nations Department of Economic and Social Affairs where he provided technical and substantive support to General Assembly and ECOSOC meetings from 2015 to 2018. 


Prior to that, he served as a strategy consultant, then policy advisor at the French Agency for International Development (AFD) where his work included monitoring and analyzing international policy developments, producing technical notes, supporting the organization of technical meetings, structuring development projects for co-financing operations, and representing the Agency, including at UN meetings. Pap's academic journey includes a Master's Degree in International Public Management from Sciences Po Paris and foreign policy studies at Cambridge University.

Masnat Al Hiary coordinates UNDP’s IRFF initiatives in Jordan. Before joining UNDP, she was working with Jordan’s National Agricultural Research Center) NARC) since 1998 in various functions. In her latest position, she was Director of the Socio-Economic Research Directorate where she coordinated more than 20 national, regional and international projects, such as the sub-project “Jordan Valley Water Sustainability and Agribusiness Competitiveness”, executed by NARC, which is sponsored by UNFCCC’s Adaptation Fund.

Masnat Al Hiary coordinates UNDP’s IRFF initiatives in Jordan. Before joining UNDP, she was working with Jordan’s National Agricultural Research Center) NARC) since 1998 in various functions. In her latest position, she was Director of the Socio-Economic Research Directorate where she coordinated more than 20 national, regional and international projects, such as the sub-project “Jordan Valley Water Sustainability and Agribusiness Competitiveness”, executed by NARC, which is sponsored by UNFCCC’s Adaptation Fund.

Masnat is a macroeconomist expert and holds a Ph.D. degree in Business Economics and a M. Sc. degree in Agricultural Economics and Agribusiness from the University of Jordan.
