Overview
Bhutan is one of just three countries in the world that is carbon negative: its vast forest cover absorbs more carbon dioxide than the Himalayan country produces. Climate change, however, is putting pressure on this biodiverse country, as increased glacier melt and unpredictable rainfall patterns disrupt its important agricultural sector. Insurance and risk finance can form part of the solution.
UNDP is working with international partners in Bhutan to increase the financial resilience of smallholder farmers, while preserving ecosystems and setting the foundation for sustainable growth.

UNDP’s Insurance and Risk Finance Facility is working with the Biodiversity Finance Initiative (BIOFIN) to unlock the potential of human-wildlife conflict insurance in Bhutan. In a country highly dependent on forest-based agriculture and livestock production, habitat encroachment puts crops, livestock and farmers under threat from wildlife attacks, which lead to loss of food, income and productive assets. As a result, communities may reject conservation, leading to long-term biodiversity and economic losses.
To solve this problem, UNDP and BIOFIN are engaging with stakeholders and developing targeted insurance solutions to promote conservation while protecting smallholder farmers.
