Accelerating Inclusive, Resilient and Sustainable Food Systems Transitions for People and Planet: UN Food Systems Summit +4 Stocktake

July 28, 2025

The United Nations Second Food Systems Summit Stocktake (UNFSS+4) calls for faster, more inclusive action to transform food systems as a cornerstone of the 2030 Agenda. With five years left to the SDG deadline, the report highlights growing momentum but also urgent gaps in delivering rights-based and resilient transformation.

By 2025, 128 countries had developed national pathways and 155 appointed National Convenors, with 39 updating their plans into actionable strategies. Accountability is rising, with 112 countries submitting progress reports, up from 101 in 2023.

Key trends include: the right to food gaining legal traction; deeper integration of food systems into national policies and climate plans; stronger governance through cross-sectoral bodies; expansion of UNFSS coalitions; greater focus on inclusivity for women, youth, Indigenous Peoples and smallholders; intensified UN support; and increased use of science, data, and digital tools. Financing is mobilizing through budget reallocations, climate funds and innovative instruments, though challenges remain.

Looking ahead, the report stresses the multilateral system’s role in scaling solutions and linking food systems transformation to global priorities, from jobs and social protection to climate and biodiversity action, with milestones such as the World Summit for Social Development and COP30 expected to build on UNFSS+4 outcomes.
