COP28 Side Event: Resilience Today, Resilience Tomorrow: Insuring Progress for Sustainable Development

United by a shared vision to build resilience in the face of climate and disaster risk, UNDP, the German Government and the IDF have been working jointly with over 20 governments, under the framework of the Tripartite Agreement, to scale up insurance and risk finance solutions. This high-level panel takes a deep dive into the experiences of the various stakeholders engaged in this unique partnership, reflecting on its strengths and challenges. Through a critical and frank dialogue, panellists together with the audience will set an ambition for the future role of insurance and risk finance within sustainable development and climate policy.


Background:

  • In 2019 the Tripartite programme was developed jointly by the United Nations Development Programme (UNDP), the Insurance Development Forum (IDF), and the German Federal Ministry of Economic Cooperation and Development (BMZ) with the commitment to provide technical assistance and risk solutions to 20 climate-vulnerable countries by 2025.
  • The aims is to enable a substantial scale-up in the use of pre-arranged risk finance and insurance mechanisms as part of global resilience and adaptation ambitions and accelerating the implementation of risk management solutions to increase sub/sovereigns’ resilience to climate risks while anchoring this into governance and long-term development and developing local Insurance markets.
  • The Tripartite Agreement is recognised as the most influential platform to engage the insurance industry in sustainable development and represents one of the largest and most influential public-private-partnerships in disaster risk financing.
